Star Cypress Partners works with the Equity Commission’s Designated Federal Officer (DFO) and Commission Members to advance organizational and systemic transformation. Our teams works to achieve the Office of the Secretary’s equity goals. Our teams support multiple public meetings held over three to four days at a time and support Equity Leads to assess the best equity strategy to transform USDA. We enable the USDA Equity Commission, the Subcommittee on Agriculture, and the Rural Economic Development Subcommittee to develop progressively more detailed recommendations.

The White House and Multiple Federal Agencies
Our Focus & Capabilities
The Obama Administration wanted to improve federal government effectiveness in community-based work to provide impoverished communities across America a better chance to realize transformations they have been working toward. Star Cypress along with the Partnership for Public Service and the Obama Administration’s Community Solutions Team collaborated with more than 20 federal agencies to create a new program for federal employees who work directly with local governments, nonprofits and businesses tackling issues such as economic development, education, transportation and public health. Star Cypress led curriculum design to develop the training and served as moderator. The program was offered to over 400 participants to enhance their knowledge and skills to more effectively support communities across the United States. The success of the 2016 program led to the design and delivery of additional programs in 2017. To continue to advance successes in the nation’s communities, the Partnership for Public Service received a grant from the Kresge Foundation to improve the capacity of federal agencies by equipping federal workers with enhanced skills to catalyze community revitalization. Star Cypress led the grant through the development of tailored capacity-building and assistance activities in select Promise Zone communities. The work improved federal and local leaders’ ability to strengthen communities and evaluate the impact of their efforts.

Star Cypress conducted stakeholder analysis to identify specific strategies to improve communication with Executive Councils’ (CXO) various stakeholders. Based on the stakeholder analysis our team developed a communications strategy to improve engagement with CXO’s stakeholders. The team also developed an organizational change management plan to support new workforce initiatives to integrate workforce initiatives across all Executive Councils. This work also included the development of a new governance model for the CXOs to improve stakeholder engagement and to assess performance of initiatives. Our work increased the number of opportunities for Chief Information Officers (CIO) to collaborate outside of the CIO Council (CIOC) and across Executive Councils. We also increased the number of CIOC endorsed standard best practices and policy positions by developing a best practices directory on CIO.gov to increase visibility for standard operating procedures and best practices.
