Star Cypress Partners continues its impact through two Department of Labor contracts for the National Farmworker Jobs Program and the Reentry and Workforce Development Program. Our teams have been supporting two new contracts at the Department of Labor (DOL). The engagements are with the National Farmworker Jobs Program (NFJP) and Monitor Advocate System (MAS), and the Partners for Reentry Opportunities in Workforce Development (PROWD) program.

The NFJP is a nationally directed program of services for Migrant Seasonal Farmworkers (MSFWs). The program is authorized under Section 167 of the Workforce Innovation and Opportunity Act (WIOA) of 2014 to counter the impact of chronic unemployment and underemployment experienced by MSFWs who depend primarily on jobs in agricultural labor. MAS is authorized under the Wagner-Peyser Act. MAS is a federal/state monitoring system that ensures MSFWs have equitable access to career services, skill development, and workforce protections offered by American Job Centers (AJC), so they may improve their living and working conditions.
The U.S. Department of Labor (DOL) and the U.S. Department of Justice (DOJ), Bureau of Prisons (BOP) launched the collaborative Partners for Reentry Opportunities in Workforce Development (PROWD) initiative in 2022 to improve the employment and reentry outcomes of federal inmates. During their grant periods of performance, PROWD Initiative grantees will partner with the DOL-DOJ project team and Federal Project Officers (FPOs) to cultivate and provide support to a network of employers who hire individuals returning from incarceration.
